POSITION TITLE:     LLT Finance Officer              

DEPARTMENT:            Lands, Leasing, & Tax Department

PURPOSE OF POSITION:

 

The LLT Finance Officer is responsible for overseeing the collection of payments on aged lands, leasing, environment and tax accounts (“aged accounts”) of the LLTD under the supervision of the LLTD Managers. This includes working in collaboration with the LLTD and Finance Department and the ensuring collections on aged accounts using any lawful means and remedies available to the TteS in compliance with FAL, local revenue laws, other laws, bylaws, regulations, Acts, standards, policies and procedures, agreements, and any other financial governing laws or policy.   

 

 

DUTIES AND RESPONSIBILITIES:

 

Provides efficient and effective collections activities in accordance with leases, sub-leases, permits, contracts, agreements, approved practices, policies, laws, by-laws, budgets, standards, and guidelines, and seeks direction from applicable LLTD Manager (95%)

 

  • Provides efficient and effective collections activities in accordance with the approved practices, policies, budgets, standards, and guidelines. 
  • Liaises between TteS departments and TteS business entities to cure identified file deficiencies Carries out and calculates interest and penalties, accordingly, with established collection proceedings and enforcement activities as necessary for aged accounts.
  • Collaborates with Leasing Officers, tax team, and Finance to reconcile aged accounts on a regular basis.
  • Analyzes and provides the LLTD Managers with accurate summary of arrears, accounts data and producing regular progress reports.
  • Provide accurate monthly statements to occupants or other stakeholders on a consistent basis Contacts customer debtors to gather, assess, and verify information to establish suitable payment arrangements, identify options and explain remedies available to the TteS in the collection of outstanding monies owed to the TteS.
  • Prepares and delivers collections proceedings and enforcement communications accordingly to customer debtors and tracks progress and results.  
  • Facilitates the resolution of customer debtor inquiries and follows-up with the customer debtor to ensure

      their compliance.

  • Reviews and maintains electronic and hardcopy files, where necessary liaises with other departments on file deficiencies for detailing customer debtor collection activities and outcome of recovery efforts.
  • Where appropriate, provides information to law offices, lending institutions and trustees in bankruptcy.
  • In accordance with policies, laws and bylaws, drafts various legal documents and correspondence using precedents, prepares draft reports, briefing notes with supporting documents (i.e. Band Council Resolutions / other) and docket responses for Minister, Chief and Council and Management.
  • Assists the Leasing Officers with account searches, on-site visits and liaise with other TteS departments for updates to ensure Lessee’s, Sublessee’s, Permittee’s compliance in their respective areas and where necessary proceeds to default letters and if not cured proceed with cancellation
  • Assists Leasing Officers with collecting amounts owing and registration and other fees on documents approved by C&C
  • Identifies and prepares accounts requiring legal action and assists legal counsel as per their advice.
  • Assists in the development and Implementation of payment policies and procedures and administers and manages recovery systems and processes to support collection activities.
  • Works cooperatively with others to improve and support TteS’s respectful workplace and to provide quality and seamless customer service in a timely manner.
  • Participates in workshops, training programs, and seminars in related fields to upgrade skills and knowledge relevant to the position.
  • Performs all duties and responsibilities in accordance with TteS policies, laws, by-laws, standards and procedures and as directed.
  • Maintains confidentiality on all matters relating to the affairs of TteS and customers.

 

  • Provides updates for the Lands and Leasing section of the TteS Website (Lexéy’em, other forms of communication) Strategic Plan, Action Items and High-Level updates

 

2.  Other related duties as required. (5%).

 

  • Works cooperatively with others to support TteS’s respectful workplace and to provide quality seamless customer service.
  • Participates in workshop training programs and seminars provided by TteS to upgrade skills and knowledge relevant to the position.
  • Performs all duties and responsibilities in accordance with TteS policies, standards and procedures and as directed.
  • Demonstrates continuous effort to improve TteS operations, decrease turnaround times and streamline work processes.

 

 

Professional Certification, Education and Experience:

 

Diploma in Finance and 2 years work experience in collections or an equivalent combination of education and work experience.

Post Secondary education in First Nations laws and legislation an asset.

Must have working knowledge and experience in accounting systems, word processing and excel spreadsheets.

Must pass criminal record check.

Must have a valid BC Class 5 or 7 Driver’s License.

 

 

Skills and Abilities:

 

  • Strong working knowledge of accounting systems and financial operations.
  • Strong working knowledge of First Nation band governance administration operations, systems and processes, including FAL.
  • Strong working knowledge of the agreements, contracts, policies, laws and by-laws, and regulations and other related legislations/regulations.
  • Strong organization skills and ability to manage competing priorities.
  • Ability to perform data entry with a high level of speed and accuracy.
  • Exceptional interpersonal skills with the ability to use tact and diplomacy with the ability to build rapport with stakeholders.
  • Proficient with use of the internet.
  • Proficient in Microsoft Office Suite and Sage AccPac Accounting Software.
  • Must have excellent record keeping skills and the ability to verify, research and collect data to update files and prepare reports and other documents.
  • Strong ability to take direction and produce quality work that is completed on time.
  • Strong ability to take initiative and use time to set priorities, meet deadlines, and produce quality work.
  • Excellent oral and written communications skills.
  • Must display positive attitude and have strong teamwork and cooperation.
  • Must have the ability to create and ensure a cohesive team that displays lateral kindness.
  • Flexible, committed and enthusiastic.
  • Ability to work in a multi-cultural setting and interest learning about TteS Language, Culture, and History.

 

 

 

HOURS OF WORK:      Normal Day shifts – 7 hours. Non-normal shifts may be required.

PAY GRADE:                $25.98-$28.70/ depending on education & experience
