Tk’emlúps te Secwépemc (TteS) is a fast-growing vibrant organization committed to the development and progress of its Band Members and Community.  As such, the TteS invites applications from qualified, highly motivated and dynamic individuals to fill the following position.

PURPOSE OF POSITION:

 

The Project Coordinator is responsible for:

 

  1. Identifying and developing viable economic opportunities for TteS that will evolve into successful projects and initiatives. This supplies the majority of the OSR for TTES.

 

  1. Leading all projects and initiatives in their portfolio from engagement to their appropriate end, including:

 

  • Conducting due diligence through 3rd party consultants and firms
  • Identifying risks. Financial, political, environmental, reputational, stakeholder relations
  • Building consensus and continued buy-in with CNCL, internal departments, partners, and membership
  • Engaging and consulting appropriate stakeholders internally and externally. Using a formalized engagement and consultation protocol that is extensive and comprehensive.
  • Ensuring any agreements and contracts are fully reviewed and approved. Work with legal and auditors for risk assessment, liability, and taxation.
  • Overseeing project budgets, reporting, funding, and communications. Work with Finance, Communications and Funders to ensure compliance FAL, TteS Laws and Bylaws, updated information is circulated and understood.
  • Mitigating any identified risks. Develop a risk plan for each project and initiative.
  • Ensuring the overall purpose, goals and objectives of each project or initiative within their portfolio is completed within project timelines and budgets.
  • Facilitation decision making with TteS leadership. Work with TteS membership, internal departments and Chief and Council with its Committees to understand projects and initiatives to make informed decisions.  

 

  1. Adhering to TteS organizational plans and visions, following all internal and external processes in accordance with bylaws, laws, language, culture, demonstrating ethical business leadership, and always acting in the best interest of the community and Membership, now and for future generations.

 

 

 

 

DUTIES AND RESPONSIBILITIES:

 

  • Developing and Managing a Portfolio of Business and Economic Development Projects and Initiatives

 

    1. Relationship Building and Networking (internally and externally)
      1. Grow and maintain a strategic network of relationships that benefits the work of the Business and Economic Development department.
      2. Demonstrate ethical business leadership in all relationships.
      3. Maintain contact information and touch points in the departmental CRM system.
      4. Provide opportunities for relationships with companies and individuals to learn about and give back to the TteS community.
      5. Ensure regular and timely communications with relationships.

 

    1. Financial Responsibility

 

      1. Creation of Financial Tools
        1. Create appropriate project and initiative budgets, feasibility studies, business plans, market studies, financial models, cash flows etc. in concert with appropriate external consultants, the KIBDC/Business and Economic Development Department Manager for approval by the Executive Director of Finance, Chief and Council, and the Finance and Audit Committee where applicable. Budgets range from $50,000 to $15,000,000.

 

      1. Financial Management and Analysis

 

        • Responsible for project and initiative budgets up to $25,000,000 each.
        • Monitor project and initiative expenditures, calculates budget balances, advises on fund availability, and updates account balances in concert with the KIBDC/Business and Economic Development Department Manager, the Finance Department, the Executive Director of Finance, Chief and Council, and the Finance and Audit Committee.
        • Process invoices and manages accounts relating to project and initiative expenditures with the correct budget and expense code.
        • Has signing authority for up to $10,000 for departmental purchases, contract approvals, project expenditures and departmental accounts. Can sign departmental purchase orders up to $10,000.
        • Analyze feasibility studies, business plans, financial modelling, cash flow, income statement, balance sheets and sensitivity analyses for projects, initiatives, departmental budgets, external funding and for businesses and entities who wish to work with the Business Economic Development Department and TteS.

 

 

 

 

    1. Consultation and Engagement (internally and externally)
      1. Ensure any internal departments are aware of any projects and initiatives that may involve their staff or processes and/or may impact or be of interest to their department in any way.
      2. Consult with the Language and Culture Department to ensure all cultural protocols are followed and consultation with elders occurs as required.
      3. Share information and request feedback from TteS membership at General Band Meetings, Annual General Meetings, and through weekly internal communications as appropriate and requested.
      4. Consult with departmental or TteS legal representation as required for any agreements, contracts, or other documents that require signatures.

 

    1. Project Management
      1. Manage all aspects of project activities.
      2. Complete all project reporting, as required utilizes the Project Lifecycle (Conceptual, Pre-Feasibility, Feasibility, EOI, Financing, Engineering, Pre-Construction, Construction, Start-up)
      3. Interpret a variety of drawings, plans, and contract specifications.
      4. Solve practical problems in a creative and logical fashion.
      5. Address large crowds for presentations or engagements.
      6. Ensure internal and external risk assessments are done through the full life cycle of the project.
      7. Procure and allocate resources to ensure manageable project flow.

 

    1. Supervision
      1. Direct activities to department support staff/contractors/consultants based on priorities and project flow.
      2. Assist in the hiring process for department staff.
      3. Manage the request for proposal process for vendor selection for department projects.
      4. Manage the process for selection of consultants for department projects.
      5. Fill in the interim role when the manager is on leave as needed and directed.

 

    1. Process Navigation (internally and externally)
      1. Strive to understand, respect, and adhere to all internal TteS processes, protocols, bylaws, laws, requirements, policies, and procedures.
      2. Understand external requirements for projects and initiatives such as environmental assessments that are a requirement of funding through Indigenous Services Canada (ISC) or traffic impacts with Ministry of Transportation and Infrastructure (MOTI)
      3. Understand requirements for financial support, loans, reporting such as funding, financial institution obligations, corporate financial statements and reporting annually etc.

    1. Administration Duties
      1.  Complete all tasks as required by the department related to daily work such as documentation, reporting, scheduling, file storage, organization, and communication.

 

 

 

 

  • All other related duties as required
  • Respond to inquiries from time to time from other departments, or inquiries outside of scope to be handled by the Business and Economic Development Department as directed by the Manager, the Executive Director of Finance and/or Chief and Council.
  • Plan events for projects or initiatives such as groundbreaking, land blessing, media, project launches, intergovernmental meetings, conferences, and networking events.
  • Handle inquiries to film on location and providing tours of specific areas of TteS.

 

 

Professional Certification, Education and Experience:

 

  • A bachelor’s degree or 5 years’ work experience in a similar work environment or an equivalent combination of education, training and/or experience with demonstrated results and recommendations
  • Graduate education preferable.
  • 3 years experience in Business and Economic Development activities such as business attraction, land development, partnership development, leasing, real estate, business incubation, financial and market analysis.
  • Personable with at least 4 years’ experience building and maintaining cooperative and productive business relationships and effectively liaising with internal and external stakeholders.
  • Demonstrated ability to multitask; coordinate, plan and manage concurrent activities including expertise in establishing project priorities and ability to meet deadlines.
  • 2 years’ experience researching, collecting and verifying data and preparing associated reports and other documents.
  • Successful experience in managing large scale projects over at least 2 years.
  • 2 years’ experience conducting robust business analysis, feasibility and business plan audits, and financial analysis. Strong working knowledge of typical agreements and contracts, processes, policies, and program delivery.
  • Field experience managing a construction project is an asset.
  • Project Management Professional (PMP) designation is valuable but not necessary or enrolled in a designation program.
  • Completion of at least 3 cultural awareness, indigenous history and culture, bias, lateral violence, or Equity/Diversity/Inclusion courses – certificate required.

 

 

Skills and Abilities:

 

  • Highly organized.
  • Ability to establish communication mechanisms to ensure staff, colleagues and stakeholders are regularly informed. Excellent written and oral communication skills.
  • Advanced computer skills, specifically with Microsoft suite of products, including project management/tracking software.
  • Self-motivated, strong work ethic, tactful, principled, and diplomatic.
  • Experience working in a fast-paced environment, working closely with a team while demonstrating cooperation, service orientation, problem solving, and judgement skills.
  • Ability to work in multi-cultural settings and interest in learning about TteS language, culture, and history.

 

 

 

HOURS OF WORK:      Normal Day shifts – 7 hours. Non-normal shifts may be required.

PAY GRADE:                $35.87-$52.75/hour depending on education & experience
