POSITION TITLE:     Real Estate & Land Development Specialist           

DEPARTMENT:            Kamloops Indian Band Development Corporation (KIBDC)    

SUPERVISOR:              Economic Development Officer, Land Development

PURPOSE OF POSITION:

 

The Real Estate & Land Development Specialist will be responsible for supporting KIBDC’s existing initiatives and helping review and design new and innovative approaches to land development and real estate management that will help improve processes and policies and create greater efficiencies, while also supporting broader land and economic development initiatives.  

 

DUTIES AND RESPONSIBILITIES:

 

Land Development

Assist with finding the highest and best use of KIBDC leased land, which can consist of anything from subleasing, coordinating of masterplans, rent reviews, appraisals, advocating for land locked properties and additions to reserve. Field incoming land inquiries and aid potential businesses, developers and investors navigate through internal processes, permits and bylaws. As well, help internal TteS ventures or partnerships coordinate site assessments, traffic studies, site servicing, etc.

 

Real Estate Management:  Leases, Properties, Tenants

Manage properties leased by KIBDC in collaboration with Tḱemlúps te Secwépemc lands departments. Help oversee sublease or sub-sublease agreements, identify and address areas for improvement (e.g. ensuring lands are leased at market value), maintain positive relationships with tenants or lessees, where applicable coordinate property management activities, such as, but not limited to, budgets, financial reporting and coordinating property maintenance.

 

 

Land Development Policy Review & Creation 

Review existing policies, identify areas for improvement and help update or create new policies to guide sustainable land development and efficient land development practices. Collaboration with Tḱemlúps te Secwépemc departments and boards such as Bylaws, Planning & Engineering and the Development Approval Board is crucial. 

 

General Economic Development

Support general economic development activities such as, but not limited to, project management of new ventures, advocating for infrastructure development, community engagement, data analysis and reporting, marketing and promotions, etc.

 

 

Professional Certification, Education and Experience:

 

University degree in Commerce, Economics, Business Administration, Marketing, Communications, Urban Planning or related field with at least 5 years’ work experience in a similar work environment or an equivalent combination of education, training and/or experience with demonstrated results and recommendations. A master’s degree in a relevant field is preferred. 

 

Demonstrated experience in activities related to land development, leasing, real estate, property management is required; within a First Nations community or local government would be an asset. 

 

Proven experience in providing strategic direction and managing consultants is required.

 

Experience directly related to urban planning or land development policies would be advantageous.

 

 

Financial Responsibility:

 

Create appropriate project and initiative budgets; budgets can range from $5000 to $5,000,000,  alike, create and oversee financial models, cash flows, etc. for KIBDC real estate. 

Monitor lease revenue and project or initiative expenses, calculate budget balances, advise on fund availability and update account balances with KIBDC Supervisor.

Process invoices and manage accounts with the correct budget and expense code.

 

Supervision or Training Duties:

 

This position will require supervising contractors and consultants. To develop specific skills, training may also be required. 

 

Special Requirements:

 

Must have excellent work attendance and ability to work overtime to provide necessary program support outside of regular work hours.

Have and maintain a valid Class 5 BC driver’s license as a condition of employment and have access to a reliable/insured vehicle. Travel as required.

Demonstrated practice of confidentiality.

 

 

Skills and Abilities:

 

Must have demonstrated proficiency in all forms of communication, particularly verbal and written.

 

Highly organized and demonstrated ability to multitask; coordinate, plan and manage concurrent activities.

 

Able to build and maintain business relationships and effectively liaise with internal and external stakeholders.

 

Ability to respect and maintain confidentiality and be professional at all times.

 

Advanced computer skills, specifically with Microsoft suite of products; knowledge of CRM or lease/property management platforms would be considered an asset.

 

Able to analyze, report, and present data and findings.

 

Experience working in a fast-paced environment, working closely with a team while demonstrating cooperation, service orientation, problem solving, and judgement skills.

 

Ability to work in a multi-cultural settings and interest in learning about TteS language, culture, and history.

 

 

HOURS OF WORK:      Normal Day shifts – 7 hours. Non-normal shifts may be required.

PAY GRADE:                $35.87-$52.75/hour depending on education & experience
