Purpose of Position:

The Secwépemc Nation has been working together to assert their right to jurisdiction over a nation-based, family focused and community driven approach to child and family services and is preparing for potential changes to the system as a result of recent federal legislative changes. The Secwépemc Nation is in the process of developing and finalizing a Secwépemc Child Welfare Law that is based on principles in stories and oral traditions (Secwépemc laws). The Secwépemc Law of Stsmémelt and Kw’séltken reflects the nations’ vision, values and mission and the four pillars: language, culture, connection to the land and laws and healing.

 

Next year, in April 2025, there will be coordination agreement meetings between SNTC and the federal government. The meetings will pertain to the new Secwépemc Law being implemented. The Project Manager for Child and Family Services (Stsmémelt) will oversee the preparation for these meetings on behalf of TteS, which will include working with consultants to implement community engagement, a needs assessment, and feasibility study.

 

The Project Manager for Child and Family Services (Stsmémelt) will work closely with the Shuswap Nation Tribal Council (SNTC), who is bringing together TteS and all other Secwépemc communities within their Stsmémelt (children) department. SNTC has created a working group that has guided the development of the Law of Stsmémelt (children) and Kw’séltken (family) and provided input into the programs and support services needed. The Project Manager for Child and Family Services (Stsmémelt) will represent TteS at the roundtable of Secwépemc communities working together through SNTC.

 

Duties and Responsibilities:

Key Responsibilities:

  • Oversee the implementation of the Stsmémelt work plan, including duties and tasks at the community level that will be carried out by the forthcoming Stsmémelt Community Engagement Coordinator
  • Participation in STWG meetings to ensure that community interests are integrated in Stsmémelt implementation and Secwépemc Nation leadership decision-making
  • Provide a monthly report to TteS leadership, community, and Stsmémelt Director at SNTC
  • Oversee and provide support to the Stsmémelt Community Engagement Coordinator who will establish and continue a community working group
  • Conduct all administrative requirements (budgets, project management, communications) for community working group and at-large engagement meetings required for Stsmémelt implementation
  • Support and/or conduct community-based research identification of capacity development, healing and prevention services and to implement community infrastructure to support identification and plan development
  • Support and/or conduct community-based research for identification of traditional Secwépemc Family Head system and protocol, or, other Secwépemc Nation legal tradition responses for children and family safety and wellness.
  • Research, compile and maintain community demographic information and an identification of available services to support Stsmémelt implementation. Develop interim community agreements for immediate interim measures and resources
  • Research and develop long term plans for resources to sustain within communities to include prevention, avoid child apprehension and support family units.
  • Maintain accurate and confidential file documentation of information gathered from community engagement purposes.
  • Perform other duties as assigned by SNTC administration that support and enhance the objectives of the Stsmémelt implementation for the plan of recognition and enhance jurisdiction for Secwépemc Nation over children and families.

Work closely with the project consultants and legal counsel who will be carrying out a community need assessment and feasibility study for the Community Services department.

 

Professional Certification, Education and Experience:

  • Master’s or bachelor’s degree or in Social Work or equivalent field
  • 5-10 years related experience.
  • Must have experience working with Indigenous communities.
  • Knowledge of child welfare laws and principles and the movement towards Indigenous jurisdiction

 

Financial Responsibility:

Maintain and monitor the budget throughout the fiscal year. Approve expenses related to community engagement, as requested by the Stsmémelt Community Engagement Coordinator.

 

Supervision or Training Duties:

Supervision of Stsmémelt Community Engagement Coordinator, as well as communications and engagement consultants and a legal advisor who will carry out the needs assessment and feasibility study.

Special Requirements:

Must be able to successfully pass a criminal record check.

Must have a class 5 driver’s license and reliable transportation.

Must be able to work flexible hours from time to time to travel to outside locations and attend events outside of normal office hours.

 

 

HOURS OF WORK:      Normal Day shifts – 7 hours. Non-normal shifts may be required.

PAY GRADE:                Starting at $30.53 - $33.72/hour or more depending on experience
