Purpose of Position:
The Intergovernmental Engagement Coordinator will be responsible for identifying, tracking, and coordinating responses to all Provincial engagement requests that deal with implementation of the UNDRIP Action Plan and alignment of Provincial laws with UNDRIP.
Duties and Responsibilities:
- Performs all duties and responsibilities in accordance with the Tḱemlúps te Secwépemc (TteS) policies, standards and procedures and as directed by the CFO and CAO.
- Oversee, lead, and facilitate all provincial engagement requests that deal with the implementation of the UNDRIP Action Plan and alignment of Provincial Laws with UNDRIP. This includes reviewing the engagement or referral request to determine the cultural, physical, economic, social, and environmental impacts on the community.
- Liaise with provincial representatives to gather background information related to referral / engagement.
- Fosters, supports and maintains working relationships with the City of Kamloops, the Thompson Nicola Regional District, the Province of BC, the Federal Government of Canada, Secwepemc communities and other First Nations.
- Ensure that local MPs, MLAs and the Mayor and Council, and Thompson-Nicola Regional District Directors are kept informed about TteS political and organizational priorities and actively works to obtain support for TteS initiatives.
- Monitors the Provincial and Federal Governments First Nations agenda, how it is being implemented, and its impacts on TteS. This includes both the federal and provincial UNDRIP action plans.
- Conduct research on the subject matter area related to referral / engagement.
- Determines how the engagement process or provincial proposed legislative changes impacts the rights and interests of TteS.
- Assess Title and Rights interests of TteS to aid in developing and supporting strategic advice and recommended action.
- Organizes input from the TteS legal team.
- Organizes meetings with portfolio holders, managers, and subject matter experts within TteS to review engagement letters and document feedback from TteS.
- Arranges for Ministerial and other high level bureaucrat meetings as required
- Organizes any community engagement sessions required.
- Track internal steps in addressing provincial engagement requests.
- Prepares professional advice, recommendations and referral responses within the timeframes identified by the province.
- Follow up with any responses from the Province to TteS referral input.
- Identifies any advocation needs associated with engagement process and forwards to IAA to address.
- Tracks communication and engagement with the Province of BC.
- Provide recommendations on how to improve the efficiency of addressing the referrals/ engagements.
- Other tasks as requested by CAO and CFO.
Professional Certification, Education and Experience:
- Bachelor’s degree in political science or social sciences is desired. Other related fields will be considered with a minimum of 5 years of experience or an equivalent combination of education and experience.
- Direct experience developing policy options and coordinating policy processes in a complex and progressive First Nation context is required.
- Working knowledge of government industries, processes, policies and program delivery and familiarity dealing with legislation with a strong understanding of UNDRIP and the UNDA Action Plan.
- Experience working with First Nations an asset.
- High level of integrity, confidentiality, and accountability.
- An appreciation or knowledge of Secwepemc cultural values, history, and protocols is an asset.
- Sound analytical thinking, planning and prioritization skills.
- Proven ability to set priorities and meet deadlines.
- High level of written proficiency required.
- Strong analytical abilities.
- Willing to travel.
- Must hold a current valid BC License and drivers abstract.
- Must pass a Criminal Records check.
Supervision or Training Duties:
This position may have indirect supervisory duties from time to time.
HOURS OF WORK: Normal Day shifts – 7 hours. Non-normal shifts may be required.
PAY GRADE: Starting at $36.91 - $40.10 depending on education and experience.
