Purpose of Position:
The Le Estcwicwéý Finance Officer is responsible for overseeing the finances of the Le Estcwicwéý Department. This oversight includes ensuring the departments compliance with TteS Financial Administration Law (FAL), Generally Accepted Accounting Principles (GAAP), TteS, Crown Indigenous Relations and Northern Affairs Canada (CIRNAC) and First Nations Health Authority (FNHA) Funding Agreements and any other financial governing laws or policy working in collaboration with the LE and Finance Department. This position will oversee the financial aspect of all the Healing House (HH) building project, ensuring proper receipt and expenditures of all funding received. In compliance with FAL, other laws, bylaws, regulations, Acts, standards, policies and procedures, agreements, and any other financial governing laws or policy.   
 
Duties and Responsibilities:
  1. (95%) Financial Oversight
  • Reconcile Balance Sheet accounts on a quarterly basis
  • Review all funding applications to ensure accuracy and compliance
  • Oversee scheduling and task assignments to ensure that all deliverables are achieved on schedule and on budget.
  • Ensuring project team adheres to provided timelines and deliverables
  • Ensuring documentation is maintained throughout the length of the project
  • Communicating plans, actions, risks, and issues with key stakeholders
  • Analyzing project data and producing progress reports
  • Strategy and Department Development
  • Assist in the development, implementation, review, and compliance with the Le Estcwicwéý
  • Collaborates in creating and maintaining the Le Estcwicwéý Department annual strategy
  • Assists in the development and implementation of Le Estcwicwéý programs, including infrastructure, new build projects.
  • Assist in drafting and presenting Briefing Notes and BCR’s.
  • Provides efficient and effective bookkeeping, clerical and administrative work relating to accounts receivable. 
  • Contacts customer debtors to gather and verify information to establish suitable payment arrangements, identify options and explain remedies available to the TteS
  • Liaises between TteS departments to cure identified file deficiencies.
  • Reviews and maintains electronic and hardcopy files
  • Assists in the development and implementation of policies and procedures and administers
  • Provide Managers with accurate summary of monthly budgets utilizing excel spreadsheets.
  • Maintains confidentiality on all matters relating to the affairs of TteS
  1. All Other related duties as required. (5%). 
  • Works cooperatively with others to support TteS respectful workplace and to provide quality seamless customer service.
  • Participates in workshop training programs and seminars provided by TteS to upgrade skills and knowledge relevant to the position.
  • Performs all duties and responsibilities in accordance with TteS policies, standards and procedures and as directed.
  • Demonstrates continuous effort to improve TteS operations, decrease turnaround times and streamline work processes.
Professional Certification, Education and Experience:
  • Diploma in Finance and 2 years work experience in collections or an equivalent combination of education and work experience.
  • Post Secondary education in First Nations laws and legislation an asset.
  • Must have advanced knowledge and experience in accounting systems, word processing and excel spreadsheets.
  • Must pass Criminal Record Check (CRC).
  • Must have a valid BC Class 5 or 7 Driver’s License. 
Financial Responsibility:
  • Reconcile all applicable Le Estcwicwéý balance sheet accounts
  • Ensure the receipt, expenditure, and compliance with all funding programs
  • Signing Authority (Program Coordinator Level)
  • Collaborate with Le Estcwicwéý Manager in the development and monthly review of the Le Estcwicwéý Department budget.

Skills and Abilities:
  • Strong working knowledge of accounting systems and financial operations.
  • Strong working knowledge of First Nation band governance administration operations, systems, and processes, including FAL.
  • Strong working knowledge of the agreements, contracts, policies, laws and by-laws, and regulations and other related legislations/regulations.
  • Strong organization skills and ability to manage competing priorities.
  • Ability to perform data entry with a high level of speed and accuracy.
  • Exceptional interpersonal skills with the ability to use tact and diplomacy with the ability to build rapport with stakeholders.
  • Proficient with use of the internet.
  • Proficient in Microsoft Office Suite and Sage AccPac Accounting Software.
  • Must have excellent record keeping skills and the ability to verify, research and collect data to update files and prepare reports and other documents.
  • Strong ability to take direction and produce quality work that is completed on time.
  • Strong ability to take initiative and use time to set priorities, meet deadlines, and produce quality work.
  • Excellent oral and written communications skills.
  • Must display positive attitude and have strong teamwork and cooperation.
  • Must have the ability to create and ensure a cohesive team that displays lateral kindness.
  • Flexible, committed, and enthusiastic.
  • Ability to work in a multi-cultural setting and interest learning about TteS Language, Culture, and History.

HOURS OF WORK:           Normal Day shifts – 7 hours. Non-normal shifts may be required.
PAY GRADE:                       Starting at $30.53 – $33.72 per hour depending on education and experience.
