Purpose of Position:

 

The purpose of the Asset Management Coordinator position is to ensure that safe and reliable community infrastructure and services are sustained through proactive planning and strategic capital upgrades. Asset management planning is a core responsibly of this role as it is used to inform strategic capital planning, financial decisions, and reporting. This position is responsible for assessing the current and future capital asset needs of TteS, and works with the P&E Manager to develop short and long-range plans and budgets to meet those needs, and fulfilling the objectives of the approved plans. The Asset Management Coordinator supports Chief and Council to make sound decisions for capital expenditures concerning infrastructure and municipal type services for both community and economic development ventures. This position plays a role in ensuring that the requirements of TteS Financial Administrative Law are met on an ongoing basis.

 

This role ensures the long-term sustainability of physical assets (eg. roads, water, sewer, buildings, housing, fleet vehicles). Sustainability is attained through the proactive life-cycle management of TteS assets which includes supporting funding applications, strategic capital planning, capital project coordination and oversight and reporting in accordance with regulatory requirements and industry best practices.

 

 

Duties and Responsibilities:

 

  1. Supports the day-to-day functions of the TteS Planning & Engineering Department (95%)

Under the general direction of the P&E Manager, the responsibilities of the Asset Management Coordinator will include the following general duties:

Asset Management

  • Lead the continuing development of TteS Asset Management programs
  • Lead TteS Asset Management Technical Working Group
  • Incorporate inventory and information into TteS web-based mapping system
  • Support the planning for long-term infrastructure development to meet community growth and economic development.
  • Keep current and contribute to industry best practices for asset management and level of service standards.
  • Ensure the asset management plan is kept current and refined as new assets are added, cost and life-cycle information is available.
  • Develop workflow for on-boarding new assets information using life-cycle approach
  • Create and keep all information on capital assets up-to-date including owners, year the resources were received, dates of inspection, how long the asset is expected to be useful, and (after inspection) the value and insurance coverage of the asset.
  • Work with TteS Operations staff to prepare asset specific condition inspection forms. Support development of mobile collection applications.
  • Analyse asset condition and capacity information and gap assessment.to continually refine TteS asset management plan
  • Develop and ensure Life-Cycle Management Plan is kept current in accordance with Financial Administration Law (FAL).
  • Liase with department managers to identify and prioritize long-term objectives and needs.
  • Assist with the updating of relevant policies, bylaws, service agreements to ensure efficient operations
  • Coordinate meetings, build asset inventories, maintain and manage records (paper, electronic, plans and maps), enter data, filing and other general office duties.
  • Perform all duties and responsibilities in accordance with TteS policies, standards, and procedures.

 

5-Year Capital Planning

  • Support other TteS departments with their capital infrastructure needs.
  • Liase with other departments to define the scope of capital projects and determine capital budgets
  • Establish a draft 5-year capital plan for community and economic development projects
  • Lead the update of First Nation Infrastructure Investment (FNIIP) reporting submissions to ISC.
  • Prioritize the planned capital projects in accordance with the level of risk and level of service
  • Review 5-year capital plan with all departments and administration for presentation to Chief and Council
  • Advocate for priority projects with funding agencies
  • Update and adjust the capital plan as required based on input and funding availability

 

Annual Capital Planning

  • Seek input from all departments. Work with P&E Manger and Finance Department to update 5-year capital plan to include repair and replacement of capital assets including new construction.
  • Update TteS asset replacement forecast - estimate repair and replacement costs and schedule for assets, including new construction, considering short, medium, and long-term needs
  • Assist TteS strategic planning and annual capital budgeting
  • Prioritize the annual plan based on the level of risk, available funding and input from TteS.
  • Provide information required to support Chief and Council’s informed decision making related to capital projects and infrastructure.
  • Assess and inform impact of planned capital works on capital and operation budgets and resources.

 

Capital Project Development and Project Management

  • Support delivery of capital infrastructure projects. Provide project management oversite on assigned projects
  • Action capital projects once approved by Chief and Council, Administration, and Finance
  • Assist business case development
  • Liase with Finance, KIBDC, Public Works on project progress and community impact
  • Coordinate project commissioning and warrantee inspections
  • Coordinate records management and updates to TteS Asset Management Plan

 

Identify Funding Source

  • Identify funding to support asset management planning that informs long-term capital projects
  • Work with TteS Funding Development Officer to seek out funding programs to support capital projects
  • Lead the development of funding applications. Complete proposals and reporting for external grant funding based on strategic plans
  • Determine the scope of work, budget, and priority for each capital project
  • Liase with funders (ISC, HIC, CMO, etc.)

 

Reporting and Communication

  • Support interdepartmental communication (Planning & Engineering, Public Works, Finance, Housing, Lands Leasing & Taxation, Kamloops Indian Band Development Corporation, etc.) to ensure strategic priorities are met.
  • Provide regular progress reports on the status of capital projects and asset management to be shared with Chief and Council
  • Prepare presentations and present information at meetings and workshops as needed
  • Build capacity in new and existing TteS staff to inform and upkeep TteS asset management program
  • Develop asset management tools, applications, guides, to assist user training programs for TteS staff
  • Develop, implement, track and monitor quality control functions

 

     2. Other related duties as necessary (5%)

 

Professional Certification, Education and Experience:

 

  • A degree or diploma in a related technical, financial, or information management discipline with relevant knowledge.
  • A least (3) years work experience in a similar professional project-based work environment or an equivalent combination of education and/or training.
  • A knowledge base in municipal infrastructure, water and wastewater utilities is an asset.

 

Supervision or Training Duties:

 

This position does not have any supervisory responsibility.

The role is responsible for developing training materials for TteS staff.

HOURS OF WORK:          Normal Day shifts – 7 hours. Non-normal shifts may be required.
