Reporting directly to the CEO of Sc.wén̓wen Economic Development Corporation (SEDC), the Manager operates with a high level of autonomy in decision-making for all SLDC-related matters. This leadership role is responsible for shaping and executing land development and economic strategies, overseeing operations, projects, and initiatives, and providing strong leadership to staff. The Manager fosters interdepartmental collaboration and stakeholder engagement.

 

About the Role:

Land Use Planning

Lead the identification of the highest and best use for SLDC lands, overseeing the development of land use strategies and land use plans (including existing leased lands) that align with community priorities, economic goals, and sustainable frameworks. Collaborate with TteS departments to ensure alignment with key areas such as infrastructure planning, land designations, environmental stewardship, and the integration of cultural and historical considerations. Engage with the community through consultation and feedback processes to ensure their needs and values are reflected in planning decisions.  

 

Land Development 

Oversee the implementation of land use strategies and plans, which can involve several stages: refinement of plans, feasibility studies, technical and environmental assessments, including environmental impact assessments, community engagement, securing funding through loans or grants, design and engineering (e.g. infrastructure, utilities, roads, physical features), permitting and approvals, site preparation, and additionally, guide construction and development phases and evaluate existing development services policies and areas for improvement.

 

Economic Development

Drive and support broader economic development initiatives, identifying opportunities for growth, innovation, and community advancement. Support activities related to First Nations and mainstream economic development, such as, but not limited to procurement, partnerships, joint ventures, business retention & expansion activities, investment attraction and site selection. 

 

Lead or collaborate in developing business opportunities guided by economic opportunities, as well as, support cross-sector economic initiatives, such as tourism or renewable energy, to drive diversified growth.

 

Financial Responsibility

Responsible for managing and overseeing SLDC’s operational budget of approximately $2.5 million, including the development of annual, project-specific, and initiative-based budgets. This role involves monitoring revenues and expenses, tracking budget balances and providing strategic guidance on fund availability.

 

Additionally, this role involves identifying and securing external funding sources, such as grants and loans, to support projects beyond the operational budget. Project and initiative budgets vary in scale, ranging from $5,000 to $100 million.

 

Direct Reports

Provide strategic direction, mentorship and management to a team of 2 - 4 while managing 5+ contractors and consultants at any given time.

 

Serve as a key representative for SLDC in negotiations, stakeholder meetings, and public engagements

What We’re Looking For

  • University degree in Commerce, Economics, Business Administration, Urban Planning or related field.
  • The following would be an asset: Masters in a relevant field or Economic Developer Designation (Ec.D.).
  • A minimum of 5 years of experience in a similar work environment, including at least 3 years within a local municipal or First Nations government.
  • Proven success in economic development, land development, land use planning, and community and stakeholder engagement.
  • Strong knowledge of land tenure, leasing on reserve, infrastructure planning, servicing requirements, development bylaws & policies, environmental standards, impact assessments, and permitting and regulatory approvals.
  • In depth understanding of business development processes, including business planning, market analysis and related activities.
  • Familiarity with activities, programs, and policies related to low carbon initiatives and sustainable development practices.
  • Valid Class 5 BC Driver’s License and access to a reliable/insured vehicle.

HOURS OF WORK:

 

Full-time, 35 hours per week, Monday to Friday, with occasional evenings and weekends as required.

PAY:

Starting at $43.04 - $47.54/hour
