Purpose of Position:
The Women's Shelter Manager oversees shelter operations, providing support services to residents in crisis while advocating for their rights and empowerment. They lead staff, manage resources, and engage with the community to create a safe environment. Additionally, they coordinate furnishing and ensure the shelter is operational, ready to serve community members in need effectively.
Duties and Responsibilities:
Key Responsibilities:
- Play a pivotal role in initiating shelter operations, overseeing furnishing and finishing in coordination with Housing Department and Community Services.
- Coordinate closely with the housing department to ensure regulatory compliance and assist in project completion as per the timelines.
- Collaborate with stakeholders to develop policies and procedures for shelter operations, including safety protocols and resource allocation.
- Oversee the procurement of necessary supplies and equipment, ensuring the shelter is equipped to meet residents' needs; ensure coordination and communication, work to establish a seamless transition for residents seeking shelter and support.
- Develop and implement programmatic initiatives to meet the needs of shelter residents, including case management, counseling, advocacy, and educational workshops.
- Ensure that services are trauma-informed, culturally sensitive, and inclusive of diverse backgrounds and experiences.
- Ensure all project activities adhere to Canada Mortgage and Housing Corporation (CMHC) operating agreements, maintaining compliance with all contractual obligations.
- Facilitate regular coordination meetings with project teams and stakeholders to monitor progress, address any issues, and ensure alignment with project goals and timelines.
Supervision and Training:
- Recruit, train, supervise, and evaluate shelter staff, including case managers, counselors, administrative personnel, and volunteers.
- Provide ongoing support, guidance, and professional development opportunities to staff to ensure high-quality service delivery.
Resident Support and Advocacy:
- Provide crisis intervention and emotional support to shelter residents, ensuring their safety, dignity, and empowerment.
- Advocate for residents' rights and access to resources, including legal assistance, healthcare, housing, and employment opportunities.
- Facilitate support groups, workshops, and activities aimed at building life skills, self-esteem, and resilience among residents.
Administrative Oversight:
- Manage the shelter's budget, including monitoring expenses, preparing financial reports, and identifying opportunities for funding and resource development in coordination with Community Services Manager.
- Maintain accurate records and documentation related to shelter operations, client services, and outcomes.
- Ensure compliance with relevant regulations, policies, and procedures governing shelter operations and client confidentiality.
Community Engagement and Outreach:
- Cultivate partnerships with local organizations, businesses, and government agencies to expand support networks and resources for shelter residents.
- Develop and implement outreach strategies to reach underserved populations and increase access to shelter services.
Professional Certification, Education and Experience:
- Bachelor’s degree in Social Work, Human Services, Public Administration or equivalent
- 4-7 years related experience
- Must have experience working with Indigenous communities.
- Knowledge of Family Law and principles
Financial Responsibility:
Maintain and monitor budget throughout fiscal year.
Supervision or Training Duties:

- Demonstrated knowledge of trauma-informed care on individual and community levels.
- Ability to navigate resources and supports for Indigenous peoples.
- Demonstrated ability to work in Indigenous communities.
- Demonstrated knowledge of Secwépemc culture and traditions.
Special Requirements:
- Must be able to successfully pass a criminal record check (vulnerable sector).
- Must have a class 5 driver’s license and reliable transportation.
- Must be able to work flexible hours from time to time to travel to outside locations and attend events outside of normal office hours.

HOURS OF WORK: Normal Day shifts – 7 hours. Non-normal shifts may be required.
PAY GRADE: Starting at $78,337.46 to $86,529.61 annually, depending on education and experience
